The quest doesn't auto complete like some of the other world quests. You complete it in Valdisdall, turn in to Valdemar Stormseeker.
I don't know what I'm doing wrong. I went to the NPC with the Fjarnskaggl in my inventory but the Complete option is gray. There is nothing that tells me why.
Any ideas?
Update: It appears it was just bugged. I had to put the herbs in the bank and take them out again and then go back to the NPC for turn-in several hours later. No idea what the problem was though.
You don't actually have to pick these, just bring Valdemar 40 herbs. Not sure if you have to activate the world quest first or not, but I just grab them out of my reagents tab or vault after I get there.

Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.
