Engineers* will learn how to craft [item=132513] after they've completed the Legion Engineering quest Keep Yer Powder Dry, though it looks like these can also be purchased from the auction house.
You'll need varying quantities of Leystone Ore (based on rank: 10/8/6), and ~20g to purchase 3x[item=136629] and [item=136631] from vendors in Dalaran.
*Looks like you need to have completed the level 102 and 104 engineering quest chains before this chain/schematic becomes available. See the Legion Engineering Guide for more details.
You do not need to be in Stormheim when you craft the gunpack. Doing it in Dalaran before heading out is fine.
More notable, however, is whenever it reappears after getting rank 3, the reward changes to 10 [item=124124]! Well worth the investment.

Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.
