The Queen's Opal Loop is a Jewelcrafting Ring and I presume it only shows up for Jewelcrafters as my alts and friends don't ever see it.
Basically all you have to do is craft the [item=136711]. It is sold by Jarbul in Dalaran once you complete his quest chains. If you don't have the item you can purchase it on the Auction House as well. Any version of the ring will do as long as it is a "Queen's Opal Loop".
I also noticed that after the first time doing the quest it should give you the Rank 3 Recipe. The second time it seems to grant a random rare quality gem. Just got this today and it's offering 3x Shadowruby.

Not very helpful. What ring? Every time I try to do this quest the arrow on my mini map just goes crazy
