You have to have 40 fish in the inventory to turn in for the quest.
Couple of good spots are east of Weeping Bluffs and the pool north of Cullen's Post, along the river southwest of Valdisdall, and around Skold-Ashil.

I have been waiting for this stupid quest to show up for ages. Unless I have realllly bad timing, I feel like this one just never appears. The only one I need for Fishing 'Round the Isles.
WARNING! You will only get one, I repat 1 NOT 100 [item=133708]! It gives a 5 minute buff called [spell=202067] to attract rare fish like [item=133729]
