During the Radiant Echoes prepatch for TWW, I got a quest notifcation that this was available, made the item, but the quest completer and the NPC that normally stands beside them aren't there. The map clearly marks the usual spot. /tar warmage silva doesn't work, not even when I disable all of my addons. Bummer dude
If you, like me, are wondering where you get this recipe, it's in [spell=194952] which is a reward from Drogbar Durability from [npc=98948]. You're (eventually) sent to this NPC from your Dalaran Leatherworking trainer.
