Worker's Rights

Confirming this is a breadcrumb. Davey Brindle won't offer it if you've already done Maximizing Resources.

Talk to [npc=129613] at Algerson Lumber Yard, north-east of Hatherford.
You can find him inside the house.

Id column is approximate quest № In Tiragarde Sound storyline (A Sound Plan <= for more info)

Does this have a prerequisite? I might have done the Gryphon Nappers one, but I sure can't find any of the other quests in this line.
