If you can't find where to hand this in as the question mark still shows up in the right area, log off, check another toons mail for a minute and log back on.

You will then find the quest able to be handed in on the ground floor at /way 59.16 20.25 High Exarch Turalyon

You need to kill Legion forces to get to 100% they are not far from NPC.

Description
