I don't think the blizzard development team has a firm grasp on what alpaccas eat.
The eggs seemed to be no problem to find them all in a few minutes but i spent probably 2-3 running around looking for buzzards without seeing any and trying to figure out what to do. They either spawn slowly or something because they took significantly longer to find. They are indeed in the same area as the eggs, typically near the nests. I found them mostly around the outside of the quest area up in trees or in the air. "Bonebeak Buzzard" is the name of the mob that will drop your quest item.
