I think that you need to complete a short quest chain to be able to take this world quest.
Charging the Batteries is normal quest with same mechanics. You can find more info about questchain here : Vol'dun Quests №59-63A Few More Charges is Vol'dun world quests and you can start it at The Cracked Coast subzone when it is active.

Roll over lashers in the area, avoid small tornados or you will be thrown into the air and knoked back.If you can complete this quest in 45 seconds or less you get Hungry, Hungry Ranishu
Hint: try to search for [npc=142895] or [npc=139929]. They give more score.A Few More Charges quest video: https://www.youtube.com/watch?v=GE_DPk0nRAE
Grab a drink, go bio, you can AFK this whole thing.
Is there a prerequisite for this world quest to show up (aside from the quest 'Charging the Batteries')? I've done this quest ages ago and never seen the corresponding world quest (on EU servers).

Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

TheWoWDB/way #864 28.7 68.7Map coordinates of the pins above. An area the client draws as a shape is given by the centre of its points.
Quests whose map markers the client places closest to this one on Vol'dun, nearest first. Distances are straight lines between the markers.
Flight points closest to the quest’s first objective area marker on Vol'dun:
Straight-line distances in yards between the quest’s own map markers (QuestPOI) and the client’s flight-point positions (TaxiNodes); flight paths and terrain are not modelled.
First seen in build 12.0.7.68887 (Midnight patch 12.0.7, the oldest build in our datamine).
Steps, storylines and map placement from the client’s QuestLine, prerequisite and QuestPOI data; neighbouring quest text is Blizzard’s own (quest API), shortened to its opening sentences.
Completing this quest counts toward this achievement.
