Respawn time is around 1-2 minutes.Start location is also the respawn location.

Seems to currently be bugged such that only one person can tag and get credit for each escort each spawn.
Had to fight with ~20 other horde players to tag the escort for the WQ...
Saw this was active on Wowhead's world quest notifier so I checked toons on both factions. It was missing as Alliance but active as Horde, confirming that it's a Horde-only world quest.
