I can't pick up this quest. Taelia does not offer it. Clicking on the scouting map does nothing (I think I've enabled Drustvar zone already and I'm friendly with Proudmoore and Storm's Wake). Not sure what to do next since I can't get this main quest line going.
You have to speak to [npc=135064] at the pier, 75.2 25.8 spot in Boralus.
Ask him to deliver you to Drustvar. There's a boat appears and take you to the point.
While I was been delivering I crossed world quest zone and got dropped out of the boat.

Description
Unfortunately, we don't have any contacts within House Waycrest, so our efforts in Drustvar will have to start from the ground up. We have arranged for a ferry to take you to Fallhaven - a farming village in eastern Drustvar. The mayor there, Cyril White, is a longtime friend of the Proudmoores, and I think he can help us get in touch with someone from the house. I hope you can get to the bottom of their absence, {name}. Their martial might is invaluable to the Kul Tiran fleet.
