Drop rate has been buffed (probably with 4.3). Seems like 100% now when on the quest.
Also blizzard's quest helper correctly displays the areas where the bears can be found.
So almost all posts here are now obsolete (and have been deleted).

Description

Krenna, she be wantin' worg hides for all the outfits. There's not gonna be enough worg hides for her army, though. Not now, not ever. Those worgs -- they be skinny, mon! Here's what we're gonna do... if you can keep a secret that is. East of Voldrune there be grizzly bears as fat as an ogre. Those large hides -- those we can use! Hurry, brother. Krenna's not known for her patience.
