Marker was wrong for me as well, but he was in a different spot compared to other comments. For me he was at the Lamplighter Headquarters at /way 43.14, 52.40
I'm guessing he appears in different places based on what quests you've done, but don't know that for certain. It's also important to note it's a level 80 quest, so that could be another reason you're not finding the quest at any of the proposed locations.
