Anyone else having problems picking up this quest? I know on my main and a friend who's been doing them with me we both aren't able to pick it up. We both have all the points completed and only have the "Stabilizing Suramar" in our quest log, but completion on Waxing Crescent. Is there any other pre-requisites to this?
Update Nov. 18, 2016: Wanted to update this and say that once I turned in Stabilizing Suramar (after Uroon mentioned it working for him) this quest did indeed pop up. Looks like it went from optional on PTR to being required on Live.
Quest

This quest has the same task as One Day at a Time and Continuing the Cure quests. Every part of Insurrection starts from the same quest, only titles are different. So, you have to choose one npc in Shal'Aran and give him / her [item=143597] to cure. Get back to Thalyssra then.

This quest is a part of An Elven Problem quest chain needed for Insurrection achievement. There are some bugged links, hope all of them will be fixed soon.

You HAVE to do the "Stabilizing Suramar" quest which requires you to do 10 world quests although wowhead doesn't link that quest as part of the chain... You won't get the followup before doing this. Hope i could help cutting 3 hours of research! glhf

What to do
Description
Having Vanthir around has done much to lift the spirits of the people here. I dare say some have begun to relish their newfound freedom, even if they miss their beloved city. I will not rest until I can give it back to them. You and I have an important meeting to attend. Before we go, let us distribute more of the arcan'dor's fruit. I want people to know that although I must leave for now, I have not abandoned them.
Where to go
Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

Elisande's plan has backfired. She thought to stamp out our rebellion by making an example of the Waning Crescent. Instead, she ignited the flame of the shal'dorei better than I ever could.

I am glad you are here, <name>. This... Khadgar, the archmage who found my message, has called a meeting. He wishes to meet us at the entrance to the city as soon as possible. Will you accompany me? I have the strangest feeling that he will not be alone.
