Unfortunately you won't be able to access this quest if the Kirin Tor WQ "Barrels o' Fun" is active in the same area - it will phase you out.
Also, the Barrels o' Fun quest is bugged and the barrel doesn't turn yellow at the start, turning it into a complete guessing game.
In other words, you won't be able to continue your Suramar quests unless you are a very lucky guesser or wait a day for the WQ to despawn.
Anyone else only ever cure the [npc=113304] circling the upper area with the [npc=111902] for all these same quests? I don't even know why I did it...

Description
Our rebel fighters have been armed and morale is high - even the Alliance and Horde elves have ceased their squabbling. We are nearly ready to march on the city. Hand out this week's fruit, and then we can begin preparations.
