TheWoWDBI found a way which was much easier, and faster.
Hot your dragon 5 times with the 3-key.
Then engage a mob. Fire twice with the 1-key, followed by the 2-key. Then re-hot once to keep the 5x hot going. Repeat until mob is dead.
Start: 5x Hot
Each mob: 2x 1-key, 1x 2-key, target own dragon, 1x 3 key - repeat.This way you stack more and more dots on the dragon (the 2-key) and it takes more and more damage.
I did this quest in no time this way. Try it out :-)

** You have to talk to Corastrasza (the questgiver) again to mount up on a drake. The mobs you want to kill are UP UP UP at the top of the central structure, about 30 seconds' flying away.
** If you are having difficulty with combat and the abilities:
You will want to keep Flame Shield and Revivify up on you constantly. They can both be refreshed in a short cycle:- - - - - - - - - - - - - - Repeat: 1, 1, 1, 1, 1, 5, 3 - - - - - - - - - - - - - -
This will refresh Revivify before the 10 second duration is up and will keep near 100% uptime on Flame Shield. (Note that Flame Shield produces no GCD and can actually be cast quickly "between" 1 and 3.)
This will kill the mob without any thinking required, will survive his nasty Arcane Surge, and will rarely run you out of energy.

Here's how to do it:
Stack hots to 5 (button 3), aggro a drake and use 5 times main nuke (button 1) then pop button 2. Renew the hot on yourself with button 3. Use button 5 when the drake does Arcane Surge.
In short the rotation is:
Button 3 x 5 -> Button 1 x 5 -> Button 2 -> Button 3 x 1 -> Button 1 x 5 -> Button 2
