TheWoWDBWas trying to get Kirin Tor reputation to unlock their World Quests. At level 110, naked + Resurrection Sickness, I was still 1-shotting mobs.
Thankfully, [Soft Foam Sword][item=137663] let me wound the Sorcerer enough to capture him. Hopefully this helps anyone else stuck on this quest.

As many people have said, at lvl 90 this quest was difficult, if not impossible to complete. At lvl 100, even completely naked I couldn't manage it... until I remembered something: Rez illness. I unequipped all my gear (important so it won't take durability damage), flew up and dismounted, causing myself to die, then had the spirit rezer rez me. Even with the 75% stat reduction, I still couldn't do it with all my gear on, so I unequipped half of it and I just barely didn't one-shot him. (I have terrible gear for my lvl, so others trying this method might need to unequip more of it) I just wanted to share this tip for anyone who doesn't want to have to find a low-level friend to help them with this. :)
Beryl Sorcerers can be found in Beryl Point at 41,38. At approximately 25%, you can use the binder you were provided to capture him.

Description
{name}, we have a situation. I've just learned that one of our archmages en route from Dalaran has gone missing. Naturally, we suspect the mage hunters are behind her disappearance. Time is clearly of the essence. We must know what has become of Lady Evanor at once if we are to have any hope of rescuing her. Take this device. Return to Beryl Point and use it on a Beryl sorcerer when he is near death. It should bind him long enough for you to bring him here for questioning.
