The key is in a small box in the middle of the largest of the blue-white round areas. I got there shortly after someone else had done the fight and the box was clickable. Got the key without a fight and returned it.
You don't get on a dragon to do this part - you get on the dragon for the next part in the chain...
In this part, you just go the center blue ring, use the detonator, kill the caster, loot the box, and go turn it in at Amber Ledge.
