I logged out after finishing the Harandar questline and this quest next to the portal disappeared completely. The quest still showed there, which worried me that I couldn't access it. However, when I went to the Sanctum of Light, a dwarf NPC "Koruth Mountainfist" showed up out of nowhere with the quest. I completed it, but the quest still remains on my map of Silvermoon, so I think I got the Alliance version.
Edit: I returned to the Haranir portal in Silvermoon where the quest marker remains and the Looming Shadows quest was actually there. I had also just completed the Zul'Aman. If you're having issues, just continue with the story and check back. The quest seems unimportant tot he campaign and just seems to trigger some dialogue at the Sanctum of Light before you move onto the next chapter.

Did you also log out after finishing Harandar? I saw the quest along with the allied race quest, but when I logged back in, it was gone. But if you go to the Sanctum of Light, an NPC will show up with the quest.

What to do
Description
Though we've triumphed over Ruia and the Lightbloom for now, more remains to be done. The elders will want to convene regarding the Hara'ti's new place in the world, now that we have stepped out from the shadows of our past. Our reticence and fear will not vanish overnight. But this is an important first step. We will be fine, {name}. Let Orweyna and I deal with the elders. When the time comes, the Hara'ti shall be at your side. For now, though, I'd imagine you have more pressing matters to attend to.
