TheWoWDBSomething's wrong with this quest.. After you complete it, question mark shows the same place where you picked it up, but there is not questgiver there.. You have to fly north west on the other side of the mountain. Weird..
For the experiment, I abandoned the quest and.. it is NOT available at the original spot! :O
Maybe Blizz changed it in the middle of early access? :O

Description
The creatures of this Lightbloom see us as the intruders. They threaten the surrounding wildlife and inhabitants who are naturally here. We should reduce their numbers and end this threat.

This happened to me too, but she wasnt in the town NW of the rock. Leaving the area then returning made her show again at the right spot
