Apparently, you would not be able to drop those items if you are in a group and your party member(s) are out of the quest area. I was left in a group with an afk player after killing the world boss and I couldn't loot the quest items. It wasn't until I noticed the group frames and dropped it before I could get the Q items.

Not sure why it works like that, but I collected dozens of bushes and it would just say "There is nothing to loot" and the moment I dropped group I was getting them from every single bush. Maybe my party member had completed the quest and the group was ineligable to drop the items, idk.

Description

I can't leave de warlord's side. I swore an oath to Zul'jin himself to save de Amani warlords at any cost. If I leave, he is sure to die. He is already cold as death! If he weren't movin' and talkin', I'd swear he was already dead. There are things we can do without de loa's diagnosis. Bring me de bloodweed branches dat grow below de shrine. They're very important to de healin' rituals we can still do. Gather me a heap of dem.
