Quest says you need 15 but you only seem to need 10. Somehow I had 11 at one point.

This wayward orc clan was once empowered by Deathwing himself to enslave red dragons, including Alexstrasza. Currently less numerous and powerful, the Dragonmaw make their home in the Twilight Highlands.
