TheWoWDBdid coup de grace and hes not offering this quest has anyone confirmed maybe if you have to do Portal Overload first for him to over it I know the one previous to portal it made the Initiate Goldmine npc spawn. I finished all previous quests and still not offering.
P.S. Woohoo, ok so finished Portal Overload and then the Initiate Goldmine offered the next quest I didn't pick it up just yet and went back to Mathias Shaw and he had a ! and walah he offered this quest. So if you want to add this to your completion data go back to him before flagging the last one of this small quest chain.

Ok so I did Distract Them for Me, The Elementium Axe, Dragon, Unchained, Coup de Grace, and Water of Life. I somehow missed this quest but went and completed Mr. Goldmine's Wild Ride. Apparently once you have finished the last quest you cannot go back and do this quest. Mathias Shaw no longer appears where he is supposed to be to pick up this quest.
After completing "Coup de Grace" I cannot start this quest... and that was because the "Water of life was not completed." Countess Verrall wasn't showing up on my minimap.

Look at that. Lirastrasza's destroying them! There are drakes that she's downing that need finishing off, <name>. Wouldn't want the Twilight's healers to get them back up into the air. Time for a little Coup de Grace.

I used to be the caretaker of the Earthen Ring's portals here. But while we were away helping to save Deepholm, the Twilight's Hammer moved in and corrupted the area. They're using powerful ascendants to guard our portals. That's where they've made a critical error.
