Forces are all over Hrydshal. Harpoons are on the walls. You can get on top if them using grappling hooks.
The "town square" (44.7, 69.8), spawns without any break if enough players are hunting in the area.
By the way, you can start this world quest by talking to the drake Vethir at Lorna's Watch in Stormheim. (37, 64)

This is not the one you talk to the drake for. This is the one you have to walk into the area and kill 15 mobs and 4 launchers. So talking to the drake doesn't have anything to do with it.
