Above the Winter Moonlight is a Horde-only quest for level 10-45 in Stormheim. It is step 7 of 12 in The Trial of Will storyline. It rewards 1 reputation reward, 6,150 experience and money.
There, it looks like there's a good spot to launch to right across from here. This path should take you all the way to the top.
According to my intel, your dragons should be up there. Let's just hope that they're still in a state to help you.

For Remix:
Go to: /way 46.4, 74.4 Hook
Then Fly up to dragon:
/way 44.77 77.42 Vethir
The minimap does not show the correct starting hook, it was driving me nuts
For Remix, look out the back of the tower to the left and see a grapple hook, mine wasn't "shiny" at first so I didn't see it. When you click on that grapple, you finish that part of the quest, you can then fly up to the mountain and when you get close to Vethir, the quest will update and you can turn it in.
Legion Remix
Quest has two parts,
Grapple to the Mountain Path - exact hook location /way 46.4 74.4
Reach the Top of the Path -exact hook location /way 44.9 78.0 (on the bridge near Vethir)

Wait, do you still have that grapple launcher? I think you can still get to the path if you can launch from the top of that tower. The gap doesn't seem too bad there. Of course, we'll have to take out the big guy out front first. He looks tough, but I think we have a chance if we can flank him.

Through brute force and corruption, the God-King has taken the power you seek, but there may be hope for you and the Thorignir, <class>. With the aid of fel powers such as I've never seen, the Felskorn are corrupting our young and seeking to enslave the Thorignir.
