This questline and one other require progress in the Campaign Quest line before they become available. (Trials of the Shul'ka, The Greenspeaker's Vigil).

I did all of the Campaign Quests on my main and have been going to do all of the minor quests in each zone with an alt for leveling purposes. So I have to go back on my main to complete the Sojourner requirements.

Trials of the Shul'ka:
Starting quest is My Brother's Alive! given by [npc=244163] (topside)

The Greenspeaker's Vigil:
Starting quest is Supplicants to the Goddess given by [npc=246607]
