This quest requires the Qiraji Magisterial Ring, which can drop from any boss in the Ruins of Ahn'Qiraj, as well as idols and scarabs which can either drop off trash or can be found inside Scarab Coffers.
Even though it is obtainable at any reputation level, players must reach Honored with the Cenarion Circle before being able to complete this quest.

I tried to get this quest at 61 after an 85 (low level quest turned on) said it was there, but it doesn't show up for me.

The rings worn by the Qiraji lieutenants are rumored to grant them formidable abilities. The corrupted gems that adorn them could, in theory, be swapped out with more pure materials to create uncorrupted versions of the rings. The gems that adorn Qiraji idols would work quite well, as their quality is superior. Bring me the ring and idols and I'll create a powerful ring for you, {class}.
