TheWoWDBI dont think blizzard knows how buzzards work.
They eat up the corpses and stop "all manner of filth and disease" from spreading and arent quite known to spread it themselves.
infact the corpses just lying around everywhere will spread to the water.
then again, dwarf's arent known for knowledge about the ecology

Weird, level 15 Gnome Mage standing in front of this fellow and he wont give me his quest, is there another requirements other than being level 13 to get this quest?

I just went inside the inn and turned a quest in and accepted some others, they were the following quests:
Turned in; Suddenly, Murlocs!
Accepted; Smells like A Plan & A Load of CrocAfter that I was able to pick of this quest called Buzz Off, hope that helps others :)
The Buzzards can also be found flying in the air above the area above, so don't forget to look up every now and then~

Description
When the Stonewrought Dam burst, it drained near the entire loch. Horrible ecological devastation. And don't you go thinking it didn't really affect us dwarves! Not only are we plumb out of fish, but there's acres of dead threshadons out there left to rot in the sun. The buzzards are after them, and they're spreading all manner of filth and disease right on the outskirts of town. I can't ask you to clean it all up, but could you deal with the buzzards? Killin' even just a few will help.
