The entrance to Silver Stream Mine is east of the questgiver at co-ords 35 18. Inside you will find Tunnel rat geomancers and stonesplinter workers.
Return to mountaineer stormpike to hand in the quest once complete.On completion I also gained 96 rep with Alliance and 96 with Gilneas.

Description
The Silver Stream Mine to the east ran dry long ago. It was converted by the Miners' League into a storage depot, but now kobolds have moved in, putting their filthy paws on good, dwarven tools! We'll root out those vermin soon enough, but the League wants someone to get their gear out of the mine before we warriors tromp in there and break things. It'll be a tough delve - you might want cohorts at your side. The gear is stored in Miners' League Crates throughout the mine. Good luck.

Gilneas is part of alliance now so like most other quests, you gain a small portion of the "group" rep, along with the main factions rep. although if it explicitly said you received 96 alliance rep, or 96 gilneas rep i would have to assume you are on a high level toon already exalted with ironforge and possibly other alliance factions, yet did not grind gilneas to exalted yet tldr, yes many quests give some alliance rep
