I can't even begin to say how lame it is that he doesn't use his bear form when you use him as a combat guardian. Just... come on Blizzard ;_;
Edit: Turns out he's supposed to shift into bear form in combat but a bug prevents him from doing so. Thanks for the comments stating that. Also, we can't really be upset with this small setback with all the amazing things Blizzy has done for druids this expansion so far. They even gave us the "Glyph of Travel" effect in 7.1 (200% movement speed outside of combat in travel form). Just wanted to say that it's still a huge bummer that we didn't get a shape shifting combat companion when we expected it. I'm sure they will fix it eventually. :)

I think he is actually supposed to, it might be a bug that just hasn't been reported. I noticed that when entering combat and when I mount up the shapeshift smoke puff appears around him as if he shifted but he just stays the same
