You have to do at least one dungeon in order to get Brightwing. It's "Eye of Azshara: Cleansing the Dreamway". Brightwing herself gives you the quest. As soon as I turned that in, I was able to recruit her.
I'm not sure you really need to complete this, since I have completed everything else, have my Archdruid title, my third relic slot, even have my new flight form, but don't have Brightwing, and never went into a dungeon, only the mini-raid "rift of aln" as part of the Good Surarmaritan achievement. You continue the campaign once you hit 110, no dungeons required!!!
