Guide to Vashj'ir Shimmering Expanse Alliance quests:

The Vashj'ir quests start in Stormwind with Call of Duty.
The immediate pre-requisite for these quests is Across the great Divide which starts in Kelp'thar Forest .

This quest can either be picked up from the Naga, Naz'jar Honor Guard, or the item itself. When I died and was put out of phase I managed to get back into phase by visiting the purple Naga where you start the chain by "leaving vehicle" and using the dagger. When I went back to the Honor Guard (I dropped the quest thinking that would help me get back into the right phase) he didn't offer me the quest, but the item did :)
