Circle the Wagons... er, Boats is a Horde-only quest for level 15-30 in Thousand Needles. It is step 16 of 107 in the Thousand Needles storyline. The quest's turn-in marker is in Thousand Needles at 77.2, 74.5. It rewards 6 reward items, 1 reputation reward, 4,100 experience and money.
Description
The fires are dealt with, but there are still Southsea pirates getting ready to board the Speedbarge.
Time to switch to the other side cannon and sink them before it's too late!
This quest uses the boat from its prequest, Pirate Accuracy Increasing, if you happen to click the 'leave vehicle' option too soon, simply speak with Griznak again and you'll be on your way.
The boats are in a giant ring around the barge. Very easy quest with some nice rewards.
This is the version of the quest Male characters get, because of <Razzeric embraces you in a manly hug!>. Female characters get <Razzeric grabs you for a big hug and a kiss!>.
Griznak is on one of the floating islands to the right of the barge facing outwards from the inn. He will be by the tent on the ramp you come in on when your sent to the barge by the little breadcrumb quest you do when sent to the Barrens.
Also I've found the key to getting credit bombing the boats is to aim at the prow or front of the ship. Aim at the sides or back and by the time your projectile gets to the boat it misses.
Run by the ruthless Trade Prince Gallywix, the Bilgewater Cartel is the most powerful trading company on the Isle of Kezan. From their headquarters at Bilgewater Port, the cartel dominates trade all over the South Seas.
Item facts are the current retail client’s (ItemSparse); the specialisations for a pick-one item are the ones the Blizzard quest API lists; faction and currency text is the client’s own. Lowest listed price = the US commodity auction house now.
Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

Oh no, <name>, the cannonballs are hitting the Speedbarge. I'd say the Southsea pirates are getting more accurate... the ship is on fire! You've got a river boat now. Please, go speak with Griznak. Extinguish those fires!
Now it's time to do something about those darn cannons up on the bluffs to the east! If you'd be so kind, hop into your boat and cruise on over to the Southsea Holdfast. Up top you'll see a bunch of cannons firing down on us. Those pirates don't know squat about engineering.
