Those who have done that quest before know what to look for : various assorted machine parts like cogwheels and the like.
Except this time you do it on the ocean floor beneath the barge.
No need to find or equip under water breathing stuff - just jump off the boat and you get it :)

You do not lose the flippers. In fact from now on, everytime you get underwater in 1k needles you will obtain water breathing and the faster movement speed.
Not only do the flippers give you a swim speed boost, they also allow you to run on the sea floor.
