After receiving this quest, I went to the area marked on my map to talk to Solog Roark. He wouldn't do anything for me. You have to learn the blueprint for the ship first and then he will begin construction on your destroyer.

The blueprint is in your bags. I guess I should read the quest text better in the future.

You can save the Destroyer you build by learning the Battleship Plans early since it can be bought right away due to a hotfix. Before building the Destroyer, build a Battleship. Afterwards, you can build your Destroyer but do not send it on the mission at all. The mission is rigged to only sink a specifically named Destroyer (in this case, Durotan's Pride) and all other ships sent, regardless of completion %, will survive. By doing this, you'll finish the Shipyard tutorial with 4 ships instead of 2.

Apparently, the naval mission that you start with this quest (the first one with your Destroyer) is scripted to fail.

The mission will show an 86% success chance and will display a warning about your ships being permanently destroyed. If you are worried like I was, don't be.

The mission will always fail no matter what, and your Destroyer will be... well, destroyed! But fear not, the very next quest in the chain allows you to build another Destroyer, this one of Rare quality, which will now give 100% success chance on the naval mission.

Description

One battle does not win the war, Commander. That Transport isn't gonna hold up long against this Iron Horde navy. We are going to need another ship. Lucky for us, a local smuggler has supplied us with the plans we need to build Destroyers. We should construct one of these ships immediately!
