It seems we can upgrade, disenchant, or vendor our Benthic gear before getting this quest. So don't be like me and disenchant it.
Edit: I tried contacting support to restore my gear, they told me to buy another piece. ):
So if you've already upgraded, disenchanted, or vendored the item and didn't get quest credit, you'd need to obtain a new piece and upgrade it to get credit.
If you like me, having a blond moment, and did not "use" the item to get the gear - it cannot be upgraded.
So use the item and then it can be upgraded. :)
