Apparently, I somehow finished this first quest without realizing it, then tried all the suggestions above, plus exploring Nazjatar with no quests found, and this quest wasn't active--effectively stalling my progress to opening up world quests. So, I proceeded to the marked locations to "find" the missing scouts without any active quest...On reaching Poen, he gave me the next quest in the progression--Save a Friend. Posting in case someone else gets "stuck" as I did.

Where this quest fits

Before this quest

Taken from the storyline's own step order.

  • Settling InNazjatar · Level 50

Whatever Azshara is up to, this *ahem* great new landscape we have found ourself in is terribly inconvenient. Too many getting too close to our home. We have moved most of the refugees deeper into the cave. Could you ask Telur to move our calling conch inside?

After this quest

Taken from the storyline's own step order.

  • Save A FriendNazjatar · Level 50

In the cave ahead is where they are holding Mak. They torture us. They break us. Don't let them take her, too.
