To access this quest you must currently have Blademaster Inowari active as your bodyguard. The parchment that offers the quest lies on a rock not far from [npc=153026] in Dragon's Teeth Basin. Then look around the area and click on sand piles. The first sand pile spawns an [npc=152642], and it's likely the second always grants you the treasure (or maybe I was just lucky).
I found the burried treasure at 44.7 55.4 Dragon's Teeth Basin.

Description
<This appears to be the remains of some kind of treasure map. However, the map is in poor condition after so many years of being subjected to the ocean. According to the map, the treasure should be somewhere nearby; but it's impossible to tell what exact location is from the ruined map.>
