This quest is way harder on the Horde version. Alliance has an NPC tank the whole area for you.
I just interrupted the Tidal spell she casts and used the horde AOE spell and slowly whittled her way down. Took a few goes as a fresh 120 in hierlooms as bear tank.
Reward from this quest was nerfed into the ground it seems - can confirm on live it rewards a 370, which is 25 item levels below what was being rewarded from world quests in 8.1.5. Vendor trash to pretty much everyone except fresh 120s.

What to do
Description
A Tidemistress leads the naga in this area. She is performing some damnable ritual outside, demanding sacrifices of our soldiers. Stop her before more of our own meet a cruel fate.

Our situation is dire, <name>. The Horde fleet was decimated by the attack on Dazar'alor. This naga trap has claimed much of what we had left. Survivors report seeing the naga taking captives. Thalyssra has gone on ahead to see what she can do to help them.
