If you accept Stormarion Citadel quests before starting this one, Lysikas disappears. You have to abandon those for her to show back up. I'm currently stuck having completed those and don't know how to get her back.

For those who are missing the NPC I believe the issue you're facing might be because you already taken/completed the quest Tactical Acquisition.

Because no one has mentioned it here and for those like me trying to do the quest on your first 90: Will not show up till AFTER you finish the campaign for Voidstorm

What to do
Description
Our foothold in Stormarion is tenuous at best. We're barely holding the enemy off on one front. We certainly don't have the forces to assault the rest of the citadel. That's where you and I come in. Meet me in Stormarion Citadel when you're ready to get to work.
