Odd this one, went to Eon's fringe and could not find nozdormu
After doing a few quests in the area I turned on tracking of the quest, went to the indicate location ( 52.2 79.4 ) up the side of the mountain to a ledge leading into a room with a bed
When I arrived at the ledge Chromie appeared and I could finally complete the quest
For anybody here because of the January 2024 trading post:
I think that the "Big Time Adventurer" storyline is required to start this questline. (Tumbling Through Time) for details.
My druid can't see this quest, but has not done that storyline. I logged into my warrior, got credit for "Big Time Adventurer" and Nozdormu was offering this quest to get the Stasis Sands Toy.
I can't tell if there are prereqs for Big Time Adventurer though.

Description
My vision is hazy, but there is no mistaking what I saw. A dark alliance opposes the bronze dragonflight. One I do not know if I shall be able to overcome... I ask you to meet me in Eon's Fringe, {name}. We will speak more of this threat there. If there is any who I would entrust with safeguarding our future, it is you.
