I was able to solo this with very minimal support, as a 70 shadow priest. There was a friendly tauren druid who would cast moonfire or starfire on Naberius, but that was towards the end of the fight.
Here is a synopsis of the strategy I used:
Naberius: "Grr, I'm going to cast frostbolt on you"
Player: "I'm going to duck around the corner."
Naberius: "Gosh I can't see you anymore. Let me run after you."
Player: "I came back out from the corner!"
Naberius: "Grr, let me cast frostbolt on you again."Here is the strategy I used in more detail:
Clear the area surrounding the church of any ghosts. Then clear the inside of the chapel of the two stationary ghosts. Like people have mentioned in previous comments, Naberius will use frostbot as a primary attack. He needs a few seconds to cast this, of course. So what you do, is mindflay or renew any dots you want to use while he is casting, then quickly move out of line of sight from the frostbolt. This will cause him to stop casting, and move after you. Once he does this, move back out into his line of sight. He will again try to frostbolt you. Mindflay, or wand, whichever you prefer. Then before he finishes casting, move out again.
I used the chapel as a means to escape line of sight from Naberius by moving around corners just as he was finishing frostbolt.
Oh, and if you see the red diagram under your feet, move out of the way.
You could probably solo this as a lower level shadow priest. The strength is in the strategy and execution.

You can find him in a church at (63,79). This quest is actually very soloable. Inside his room are two Tortued Spirits which can be pulled independently from Naberius. Naberius casts Frostbolt so it's very easy to LoS him. Don't get too close to the edge because he does a knockback. Lastly, stay out of the red portals he summons.

Description
Archmage Vargoth saw the danger in Naberius's pursuit of necromancy, but I don't think he ever anticipated that his own apprentice would wreak this much destruction upon the Kirin Tor. You must defeat him, {name}, or else he will continue enslaving the spirits of our fallen brothers, robbing them of their rightful rest and destroying what little remains of Kirin'Var. With his phylactery in hand, he can be confronted by two or three combatants, but who knows what his magic might do to more foes?
