If you're neutral with the Netherwing from the Shadowmoon Valley quest line, make sure to click "At War" before you use the item to summon him. It'll put you right in combat, you won't be able to attack him and he'll rip you a new one and you can't click "At War" while in combat.
Solo'd as a level 70 mage, 40 fire and 21 frost. He can be slowed and frost nova'd, fairly easy to kite around, kind of fast if not slowed, have a healing pot ready just incase.
Also, killing the nether dragons in the area does not decrease your rep with Netherwing, so don't worry about doing this quest and the ones before after the Shadowmoon Valley quest line. :)

If you cannot attack this NPC when you summon him (he will just rest on the ground, looks like he is friendly) change your reputation with Netherwing to "At War". You should be able to call him again and he will attack you. I can confirm I did not gain/lose any rep by killing this NPC (started and ended at 999/1000 exalted with Netherwing).

1. Securing the Celestial Ridge
• Accept the quest, Securing the Celestial Ridge, from [npc=20110] at coords 71.2, 35.2 (Celestial Ridge).
• Go to your character's reputation to ensure that you are not Neutral or higher reputation with the [faction=1015] faction. If you are, click [faction=1015] and check the box "At War."
• Travel south to coords 72.2, 43.4, near a pile of bones, and click on the [item=29101], you were provided.
• [npc=18544] will be summoned, and come from the south. When this happens, kill [npc=18544].
• Travel north to coords 71.2, 35.2.
• Turn in the quest to [npc=20110].

What to do
Description
The nether dragons have the same ferocious temperament as their black dragon forbears, but there is something entirely alien about them. They hatch and mature rapidly, harnessing the strange energies that forged their kind in the destruction of Draenor. There is so much more I need to know about them, but I believe the powers may be of use to my own flight. If we can displace the leader of these drakes, Veraku, with a show of dominance, we can cow the rest of them into submission.
