My friend explained that he struggled finding the quest giver for this quest. He came to this page and clicked on the Muln Earthfury link to which is said the location of the NPC is unknown. For those struggling with the same issue to this day, my friend explained that all you have to do is go to the quest area as shown on the map above and Muln will appear beside you when you enter the quest area.

Description
We are all that stands between the Twilight's Hammer and their conquest of Deepholm. Azeroth cannot hope to fight the full strength of the Twilight's Hammer and the Burning Legion at the same time. It is up to us to put an end to their cult before they are able to fully rebuild. Accompany me into their stronghold and we shall cut through their ranks together!
