Don't kill them too fast or they will bugg out and won't count for the quest. Also as a bm hunter you'll loose your pets once they pull you up.

As a Beast Master Hunter, I noticed if I speared the Harbinger while my pets were in attack or defensive mode the mob would slowly come down to earth and I would not get credit for the quest kill. If I had my pets on passive, the spear would bring the Harbinger down immediately and I would receive credit for the mob kill. 4/4 as soon as I put the pets on passive.
Picked this quest up Tuesday evening, finished but logged out before turning in. Now I still have it and on the map it shows where the turn in is but the NPC is not there. Anyone else experience this?

What to do
Description
I can hear the wings of the Mawsworn in the sky up above, taunting us. But a bird in the hand can be crushed. Take my spear and prove your aim. Pull a few down and smite them. Be sure to use the spear. Do not traipse among them so that they will chase you back down to the ground. That's not the point. I want to see you drag them out of the sky.
