TheWoWDBThis world quest takes place within the Soldier's Torment of Broken Shore, which can be reached by heading north out of Deliverance Point and then following the path that leads southeast towards the beach.
For this quest, you will need to defeat [npc=120639]s and [npc=120636]s (not the elementals in the area) in order to obtain Fire, Water, Earth, and Air Power Cores. The element of the cores that drop appears to be entirely random, so just keep defeating them until you get what you need. Oddly enough, the enemies in this area do NOT appear to be faction tagged, but rather are player-tagged, so it may be advantageous to join a group to help with everyone getting tags.
