Interact with the box at 52.43, 46.53, you will be given [item=182018] which you will use to craft [item=182017]x2 which you then will use to craft [item=182016] x1 which in turn will be used to craft a [item=181951] thus completing the world quest.
The recipes are automatically learned.
Clarification: You craft using your Engineering Crafting dialog window like you would craft anything as an Engineer.
I did this WQ today and I can NOT see the "power hammer" in my list of learned recipes. Not sure if this is bugged or not.

The forge is behind the crate, I moved out of range to complete chores quest and had to search for it.
