Yeah, this is called a Translocation Sphere, this one is designated for House fo Plagues. Why the F this is not highlighted as the preferred transport to House of Plagues for this quest is beyond me. In any case, for ease of access this is located right next to the NPC Pandemis

Description
The one with the knowledge you seek is a survivor of the House of Plagues. You already know him. Plague Deviser Marileth may not be the most lucid of conversationalists, but he will know what to do with your plague. Find him near the ruins of that fallen house. But be wary! Many things lurking there could end your existence without a hint of concern.
