At first I could not turn this in as B'wizati was not there. After a few attempts I noticed the area was phased. Turns out I had a nearby quest "The Warpack" available. So I accepted and did that quest, and then the phasing went away and I was able to see B'wizati and turn this in.
Hope this helps if you're having the same issue.
(I did not need to do either of the other quests that popped up at the end of The Warpack.)
