This one bugged for me also. I relogged and that fixed the bug for me, quest is in Tazavesh, area around 39/67.
You do not need to phased for this one, just kill Shadowguard mobs.

Description

Our latest food shipment for the animals was taken by an ethereal raid in Tazavesh. I would like you to reacquire it.
